Blackburn with Darwen is a small authority with 5 libraries, but there is always plenty of reading activity going on. There are a range of reading groups for both adults and children in the borough, some of which meet in libraries and others in community venues. We also run a vibrant programme of author visits, talks, coffee mornings, rhyme and story times.

Librarians in the North West have pioneered partnership working to encourage new readers into libraries. Time To Read is a partnership of librarians engaged in reader development activity in public library authorities in the North West Region. All 23 public library authorities in the region currently support Time To Read.
