Time For A Change Toolkit
INTRODUCTION
The purpose of this article is to describe how library authorities across the North West of England have developed a model of good practice in joint working. Authorities in the region were well placed to take advantage of the Department of Culture, Media and Sport (DCMS) Wolfson Public Libraries Challenge Fund [1] through an already existing network, to develop major projects drawing library services together with a common aim. The article explains the development of the Time To Read network, describes in some detail two partnership projects Reading Lifelines and Everybody's Reading, and goes on to examine a significant outcome of the work which is continued co-ordination and development.

Librarians in the North West have pioneered partnership working to encourage new readers into libraries. Time To Read is a partnership of librarians engaged in reader development activity in public library authorities in the North West Region. All 23 public library authorities in the region currently support Time To Read.
